Stop saying I love you to him. Obviously he wants you to stop saying it, although I don't believe it's because he doesn't believe you mean it. I'm thinking either it's because he feels guilty about something he may have done in the recent past, or you're freaking him out by saying I love him too much. And yes it is possible to say it too much.
